This is a great start, and I hope it is successful. To do so, it will require a change in mindset, both in the Pentagon and within the defense contracting community. No realistic person expects the DOD (or any government agency) to be as efficient as the private sector. However, changes in process or policy that enable the public sector productivity improvements to track those in the private sector could have a huge effect on cost and outcomes.
